The suggestion that the Colonial Secretary wrote the letter of the 11th April, of which you complain without my knowledge, is a most unwarrantable one. You also very confidently insinuate that he, a brother officer, has a personal grudge against you, of which he is availing himself, sheltered meanwhile behind his official position.
I am therefore not supporting the Colonial Secretary's views, but he is carrying out mine. I was certainly, and still am, under the moral impression that the first and most elementary duty of a Treasurer is to collect and receive Revenue and to be responsible for its safe custody.
As a matter of fact, the Colonial Secretary called upon me at Government House to state my views, and to deposit it in the local Bank. And that the elementary duty of Auditor is to check expenditure, distinct from Revenue. This was explained to the Governor in reference to this Article, in order to ascertain the facts before he minuted the papers, and two days before he drafted the letter of the 11th April, which I saw and amended.
